FC36+ versions are not installable (but they are buildable). People seem to be running RPMFusion builds on Fedora nowadays, which is why nobody seems to have complained anymore.

Fixes #7471
Related to #10970, which is the Debian-equivalent issue and #11008, which is the Debian-equivalent fix.
Works around https://github.com/dotnet/runtime/issues/57784
