Describe the Bug

Hello.

If you look at the time of creation or editing of a book/page, etc., the time is shown in 12-hour format.
In other cases, the time is shown correctly - in 24-hour format.

Steps to Reproduce

Go to any book or page.
Hover over the page creation or update time in the upper right corner.
As a result, text will appear containing the exact date and time.

Expected Behaviour

In my opinion, the date and time should be written there in the same format as on other pages. As shown in the screenshots.

I found a prior issue for this in #4786, so I've assigned that for the next release and I'll therefore close this issue off.
