It would be great to be able to allow this feature for specific groups (or users). Could also be implemented similarly to #1036 as a per user option.

Pitch

It is preferable to keep this setting off for administrative users or users to higher security applications, but would be nice to be able to enable this for a subset of users who struggle with passkeys.

Just started to look around and this was one of the things I noticed. A clear user case is that you may want to give this type of recovery to general users, but not those who have admin rights.
