Reproduction steps

After upgrading to 1.8.0 all OIDC Clients are unrestricted and don't have any groups assigned. Previously all of my OIDC Clients were restricted to at least one group. The user to group memberships are still present.

Expected behavior

The group restrictions for OIDC Clients remain.

Actual Behavior

All users may authorize for any OIDC Client regardless of group memberships.

Version and Environment

v1.7.0 -> v1.8.0

Log Output

The first startup logs after the upgrade do not provide meaningful insights regarding this issue:
