Current behaviour

Normal user can't see Add card button, create and move card, like readonly, even if set as Manager.
Board manager and global manager both.

DEFAULT_ADMIN can operate all kind of actions.

Desired behaviour

Normal user can operate card.

Steps to reproduce

  1. Create member.
  2. Add member to board.
  3. DEFAULT_ADMIN create card.
  4. member can saw card, can't drag it.

Hi! I'm not quite sure how to reproduce this... If I add a user to a board as an editor, when I create a card as a DEFAULT_ADMIN on this board, that user can immediately edit and drag the card.
