This PR removes the Docker README containing outdated information about running the panel in Docker, which I believe was mostly left over from Pterodactyl. These docs are superseded by a pull request containing updated Docker documentation in the docs repo, https://github.com/pelican-dev/docs/pull/113, which is awaiting final review.
