Description of the bug

After upgrading to Jellyfin 10.9.0 all watched movies after the server restarted are unwatched. This happens each time Jellyfin is restarted. I have used Jellyfin Web to mark them as watched as well Android TV but this still happens.

I have more then two plugins. however these two log and report data.
Playback Reporting 15.0.0.0
Reports 17.0.0.0

Looking at playback report log, I can see a movie was watched, checked same movie and it's unwatched for the same user. This issue has been going on since the day 10.9.0 was released.

Reproduction steps

Marked movie as watched then restart.

What is the current bug behavior?

Movies are unticked as watched after restart.

What is the expected correct behavior?

Movie stays market as watched
