Please describe your bug
When I turn on
Allow video playback that requires transcodingfor user the Live TV playback does not work. It works fine with the setting turned off. It also happened on 10.8.13. Some time ago when I tried to find the reason for this I figured that it probably has something to do with subtitles. I'm using HD Homerun as a tuner. It also works if I setup everything via tvheadend.Reproduction Steps

I just tried turning off hardware acceleration and it helped in a way, thanks! The playback launches now but now it freezes every few seconds and my CPU usage is up to 99%. But with

Your tuner is returning HEVC and EAC3 in mpegts which is something that most browsers do not support (most of the time only TVs support that). Jellyfin currently does not really provide direct streaming of those ATSC 3.0 streams without transcoding, and to transcode that with your CPU is a too heavy task.
We might provide direct streaming of such channels in the future but not for 10.9 cycle
