Reduced size and image quality with 12 sloping parallel green lines. Format 4:3
Rpi4 with hardware decoding.
Native playback Beta off.

Watch live TV in widescreen 16:9 with high picture quality.

This seems like a symptom of an issue with hardware decoding, since you mention it also happens in the Roku app. Does it happen with HWA turned off?
We may transfer this to the server or jellyfin-FFmpeg repositories, depending on the answer.

HWA (V4L2) is turned on.
Besides the green lines, there is almost no colour image.
