Describe the bug
As title describes, see image. Only pt and pt-br available, not pt-pt

System (please complete the following information):

OS: RBPI
Virtualization: Docker
Clients: Web, Android.
Browser: Firefox
Jellyfin Version: docker:latest
FFmpeg Version: [e.g. 4.3.2-Jellyfin]
Playback: [Direct Play, Remux, Direct Stream, Transcode]
Hardware Acceleration: [e.g. none, VAAPI, NVENC, etc.]
Installed Plugins: [e.g. none, Fanart, Anime, etc.]
Reverse Proxy: [e.g. none, nginx, apache, etc.]
Base URL: [e.g. none, yes: /example]
Networking: [e.g. Host, Bridge/NAT]
Storage: [e.g. local, NFS, cloud]

To Reproduce

Go to library settings / metadata preference in dashboard -> libraries
Click on preferred language
Scroll down to P- letter
See error

Expected behavior
See option to select Portuguese (portugal), present in /Emby.Server.Implementations/Localization/Core/pt-PT.json

I saw this for Portuguese only first but then noticed there are more which is why I opened the other issue you commented on. I'm quite busy this month so if you want to take it on in the meantime go ahead :)
