Does it not work or just needs a new home and an updated version number?

I believe this has been replaced with the webhook plugin, already in the repository. You can trigger pushover messages for that and even customize a template for each event. Use that instead. I have mine working now.

I am actually switching to emby. Not because of this but I like the download feature with emby.

But that is a different discussion.

I might still check this out, I have jellyfin still running.

Click on the three dots after viewing the full details on a movie or show. Download is an option that will download the original source file. If you don't see it, there is a user option of 'Allow media downloads' that needs checking. If you're talking about obtaining new content, there are better tools for the job.

Hamburger | Dashboard | Users | (user) | Other (section): Allow media downloads
It's been there for as long as I can remember.

Then in a web browser, go into the library and click on the 3-dots next to a movie thumbnail (or if you go into the movie itself) and click "Download" from the menu (after the options for adding to playlist/collection). It will immediately start downloading the original file to the web browser.

If you need support go to Reddit or other support channels. This bug isn't the place and as such I'll stop replying here. Just wanted to point out that your reason for switching away appears to very-much be in Jellyfin.
