Since we now have a docker image from microsoft with .NET built-in, this PR would finally fix the problem.

  • Added make, systemd, @buildsys-build to CentOS Dockerfile
  • Rename fedora to centos for CentOS Build
  • Rename minimum version of Ubuntu and Debian
  • Remove command that remove build-dep
