Setting "Maximum allowed parental rating" misses most of the collection #1069

Describe the bug
Setting "Maximum allowed parental rating" on a user causes half of the library to disappear. Unchecking "Block items with no or unrecognised rating information" then shows up nearly the whole library including 15/18/R movies.

To Reproduce

  1. Go to 'user'/'Parental Control'
  2. Enable age content restriction (using 12A)
  3. Most of the Movies library is missing
  4. Repeat 1, uncheck "Block items with no or....", check library and mixed aged movies appear

Expected behavior
Only see movies up to age rating

Logs
Nothing listed in logs relating to this bug.

Screenshots

System (please complete the following information):

  • OS: Debian 10
  • Browser: All
  • Jellyfin Version: 10.4.1
  • Reverse proxy: No

Additional context
All of the library meta data has MPAA and Certification in the moviename.nfo files. JF also shows all the ages correctly in the movie listing table view in the library. Although it shows all the ages correctly when you browse on them the actual content age filtering doesn't work correctly.
