Describe the Bug

I have a book with 9 chapters. When I try to move a page from one chapter to another, the list of locations only includes 5 of the chapters.

Steps to Reproduce

Edit a page in a chapter.
Attempt to move it.
The list of books/chapters that I can move it to does not include all chapters.

Expected Behaviour

All of the existing chapters are listed.

Do other chapters show once you start searching?
By default, I think such search views display a subset of popular items until a search is performed.

Somewhat related to #4440.

Searching doesn't seem to change anything. I tried searching (the first time that I've searched) for both the chapter that I wanted to move the page to as well as pages within that chapter. It appears that it only shows 10 items, and the chapter that I want to move it to isn't shown. I've resorted to copy/paste/delete the page between chapters to move something.

Edit: I just realized that there's a Search field in the Move window, which allows me to find the correct chapter. That solves this, but it's very confusing.

Something similar has been raised before in #2504.
I'll recategorize this issue as a UX enhancement, focused on making it clear that by default only popular items are shown until you start searching.
TBH, I really thought there was already an open issue for this but can't seem to find it.
