"unknown error" when adding a new user #3690

Delete Branch "%!s()"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Describe the Bug
I receive "unknown error" when adding a new user
Steps to Reproduce
Following the usual process, when I click Save I get "An unknown error". Nothing show in the audit log.

Confirm new user added
