System Announcement Banner

Describe the benefits this would bring to existing BookStack users

I have a large group of users that are global. Unfortunately, we don't fit into a single Slack channel (due to different geographies, job functions, and working hours), the e-mail distribution list would be quite large and cumbersome, and our users tend not to use e-mail as a first resort anyways - so many messages have the high likelihood of being ignored.

An announcement banner would allow me to make maintenance announcements, announce new releases and features, and point users to help resources for BookStack and system documentation in general. I'm sure others would use it in the same manner.

Can the goal of this request already be achieved via other means?

There doesn't appear to be another method to do this that I could find and easily recognize. However, the work was done for this about 15 months ago (May 2021) but with all of the code changes since that time, I'm sure it would take at least some review to validate it again.

The question below "Have you searched for an existing open/closed issue?" is misleading in this case - I did search and I found it but it appears that the pull request never made it to the final product and I don't know why. It could have been for good reason - I just don't know.
