Ability for finer grained feature switches for comments

Describe the benefits this feature would bring to BookStack users
Presently the comments section is boolean for the entire instance. A potential use case has come up where I have someone making comments on a page that is only viewable to select group of users for review/draft purposes, befure changing the permissions to a larger audience. Presently we are communicating through async IM, email, and even Google Docs to share our thoughts on how a page and its content looks.

I believe having the capability to switch on and off comments per page would be useful. Finer grained, only allowing certain groups to see comments would be another layer of the request, but I believe just having the option would suffice at this stage.

Thanks for the suggestion @tiredofit.
Very much related to #1361, I may merge these together.

Personally, This is a level of permission handling and content handling I wouldn't really want to go down to. That control would need some thought into who'd have permission to alter it, and before you know it we have permissions for options/permissions. Also opens the door to other UI element permissions on a per page basis.
