Move the Actions section below the navigation section #1865

On smaller screens, the actions and page navigation are on the same side (left). I’d like the actions area in pages to be moved to below the page/book navigation area.

Describe the benefits this feature would bring to BookStack users
Page navigation is already somewhat hidden, putting it below the actions area hides it even further. Page navigation should be an integral part to the experience, and so should be placed above actions.

Thanks for the suggestion @DiscoveryOV,
The ordering itself will really be a matter of opinion, Since those that commonly use actions may feel they would be lost upon such ordering.

I'm thinking there's perhaps a middle ground here, Maybe group and collapse the detail and action blocks by default at this screen size, so only the headers of these sections will show without interaction, to bring the navigation elements up and much more in view. Would that work for you?

I agree it would be a matter of opinion.

Your suggestion should work, though even better I think would be to allow the instance administrator the ability to globally set the order of actions/navigation then allow individual users to override the setting as well as your suggested resolution.

Will the collapse function be implemented?
I think most of time on BookStack will be spent on reading, not on action functions
