Describe the feature you'd like
I would like to be able to have a "Public" book visible to guest users which contains select pages from elsewhere in my Bookstack but right now if I try and embed a "private" page's content with {{@123}} it obeys the source page's permissions and so refuses to display any content beyond the title for guest users. This may not be requied if #182 is implemented, as long as it allows pages in mulitple books to inherit the book's permissions independently.

Describe the benefits this feature would bring to BookStack users
When you've got a good organisational structure already in place you don't want to have to move random pages into a Public book just to display them and while setting the individual page permissions to public allows the content to be displayed it then makes both copies of the page visible to guest users. Just setting the permissions on individual pages makes it messy for guest users because they have to rely on direct links, search, or recently updated to find pages that are accessible to them.
