Describe the bug
On the main page of a shelf, you see "Actions" in the right side bar but there is nothing listed under it.

Steps To Reproduce
Steps to reproduce the behavior:

Go to https://demo.bookstackapp.com/shelves/an-example-bookshelf
Check right side bar

Expected behavior
If there are no actions to be performed, "Actions" should disappear.
