Describe the feature you'd like
Hoping to add an Announcement block to the default home page

Describe the benefits this feature would bring to BookStack users

  1. It can be used to describe what the website is for.
  2. It can be used to post some important notices.
  3. It can be used to guide people how to use this website.

Additional context
I don't want to customize a new page to replace the default home pace because the Activity Block and the Latest Page Block is also useful for me.
