More videos are getting transcoded than there are on the server #7637

The bug

I had problems with some video transcodes stuttering, and found out the culprit was Quick Sync HA, so I switched to VAAPI; I then went and re-transcoded all videos in order to fix all of them at once.

When I clicked to the All button next to the Transcode videos in the Jobs page, it said ~6500 waiting, even though there are only ~3109 videos on the server (see below).

I don't have a clue what has caused this, I just know that the transcodes occupy a lot more storage than before (more than 4x as much).

Maybe it also transcoded the video part of live photos? Maybe it also transcoded videos that matched the transcode policy? If the case is the latter, is there an easy solution? Thanks
