I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

android/ios app Library -> on this device always empty, some older case was solved by grant the app with photo and video access permission, but my case I believe the app already has the permission and in the log it's showing there are 39 albums found on device.
