Feature detail

When creating a new album all (or most) of the buttons should be presented to the user even when no photos have been added. This will allow the user to delete or share an album that is empty. This is currently already possible from the mobile app.

Download disabled or hidden
Overflow > Set album cover disabled or hidden

As mentioned in #1296 it is intended that users can create empty albums, however, this is not currently possible with the mobile app.
