The bug

I have successfully gotten the email notifications to work with an album if I share it directly with a second user and that user uploads to the album by navigating to it within Immich itself. However, when I upload via the public link (either with a registered account or guest), I will not receive an email. I would prefer that I get an email if anything is uploaded at that public link.

Reproduction steps

1. Make a new album (or use one that you already have)
2. Share it with another user.
3. Login as the other user and upload an asset. Verify that that an email is sent.
4. Share that same album with a public link and allow "public user to upload"
5. Go to that link while not logged in and upload an asset (also doesn't work if logged in as the second user)
6. Verify that no email was sent, when one should be sent.

It would be nice to have an email sent when assets are uploaded on the shared link, especially when anyone can upload content and I would like to monitor it.
