The bug

Hi, I am using the new libraries feature to add my existing library to Immich. I noticed that the files that have no exif data are shown with the wrong date and time in Immich.

After checking, it seems that Immich is using "change" time instead of "modify" time.
Difference between "change" and "modify" time: Modified timestamp (mtime): which is the last time a file's contents were modified. Change timestamp (ctime): which refers to the last time some metadata related to the file was changed.

Using change time results in showing the time when the files were copied, instead of the time when they were actually modified.
